Oil/coolant leak

Okay I had a post in here about a month ago about this problem but I thought I had it fixed until last night. where the oil cooler bolts on up front, the top hole was missing from either the block or a case that it bolts into. The p.o had it all jb welded up to temporary fix it. Can anyone help me fix it or name a good garage around the south western part of Pa to take it too. My main concern is not knowing if its just a case around the motor or if it the engine block itself.

I did alot of searching and found its bolted up to the front cover. Can anyone tell me how to get the front cover off?
