What are these rings?

What you're looking at is the passneger side, looking forward at the front axle




Now we're behind the wheel....there's a rubber ring just kinda sitting on the axle








and it's identical on the other side!?!?

What ARE these rings? and why are they just "There"?

Dust seals // they fail often ,, but have been updated and don't even go there anymore

they were intended to keep dirt from lodging in the axle tubes. #1 they never last, #2 they trap more junk than they keep out
