Any tips for removing ERG cooler cover?

I'm trying to replace the ERG cooler hose, with great difficulty I finally have the 2 very hard to get at 30 torx head bolts but I've tried to pry the cooler cover off and pull it and no matter what I do I cant get it off? Any tips? It does seem loose and moves up a mm or 2 but I cant get it more than that, I've read that they can be a bit hard to get off...

Never done one on a powerstroke but many on big trucks and it sounds like there is still a bolt or a nut on a stud some place. GOOD luck.
