7.3 WTS light stays on, no power to fuel pump

2002 F-250 7.3 101,000 miles. When I turn key on, WTS light and CEL comes on but will not go off. Maybe a coincidence but this happened after batteries were dead. Replaced them and now cranks but won't start. Had helper check voltage to fuel pump when I turned key on 0 volts. Also have power to GPR but not out. Have checked fuses -all ok. Checked relays by switching. Checked for tripped inertia switch. The WTS light staying on puzzles me, is this a PCM issue?

Sounds like it...low battery voltage might have fried the pcm
