Canadian Winters and frustrating intermittent High Idle Issues

Is it just my truck or is this a common fact these 6.7's won't engage high idle on cold days. Sometimes it will but most cold starts it won't when it should be idling higher at start.

I've been reading a bit about using a 5k pot and resistor although I have no idea where in the harness it's installed but I might need to find out more to go ahead and buy the components so I'll have the option of setting high idle if computer decided not too.
