cold weather turbo boost problem 6.4

Driving this morning truck was running fine. air temp is about -12 F. Boost went up to about 30psi with not a lot of throttle. Let off the throttle and it made a "whoop hoop whoop" sound like it does when you get on the throttle and have to quick let off. After that I get hardly no psi regardless of throttle. When I back off the throttle boost on my Spartan dashdaq drops to -0.3 or so. Fuel looks good, no gelling that I could see. Could the turbos freeze up or could something be frozen causing no boost???
The truck was in a heated garage all night and got a quick rinse to get the salt off.
Spartan tuner
ERG and DPF delete
S&B intake.
MBRP 4" turbo back SS exhaust

Many threads on this topic... It's your EBP tube freezing up causing the over boosting. Do a search and you'll find some remedies other 6.4 members are finding effective
