delayed start

I have 2003 f250 the truck will not start until fuel pump cycles off. that is about 25 seconds. it runs good, but when you shut it off it WILL NOT start until the pump completely cycles off

In '03 there are two possible engines you could be talking about.

Is yours a 7.3 or a 6.0?

Have you monitored the Fuel Pressure, with a gauge, to see if pressure builds like it should?

Pressure is good. New fuel pump and new pressure regulator. I can run truck for hours turn it off then right back on. Will not start till fuel pump cycles off. Just had the ficm reflashed hoping that would fix it. But it dudnt. Truck has new hpop, icp, ipr, crank position, cam position
