03 7.3 GPCM will not function

Hey Guys! heres one for ya, I have an 03 F-250 7.3, will not start cold! gpcm doesn't seem to be functioning, with key on i get no voltage change at gp wires always seems to stay at 6.0 volts key on or off, the intake heater relay (gpr) does not function it gets power at both small terminals key on, i think one side needs to turn to neg to activate relay! all has been replaced, including EOT sender,ICPR and sensor, GP's, nothing seems to be fused! i got to get a wiring schem. of the gpcm harness to trace voltage and from where I think! getting expensive! someone told me injectors? when it finally starts after numerous attempts runs fine! smoke clears runs on all 8! fires right off when plugged in! that's getting expensive too! LOL! any body got any tips! my local dealership is 110 an hr! and no codes on my Solus scanner! ECM?
