Broken Fuel Return Tube

This is my first post so I hope it is in the right location.
I have a 2007 F350 outlaw that is a crank no start.
on of the things i noticed was in the upper fuel filter housing is the return tube is broken, would this cause a crank no start?

I'm no expert but I doubt it. I just noticed today that mine has also been snapped off, I've been having some slightly low fuel pressure issues and think this might be the cause but I dont think that would not allow you to start
