Not typical starting problem

This is going to sound like your everyday 7.3 starting problem but its not. This is one of the work trucks at my shop. It is a 2001 450 7.3. It starts a little hard when cold but once you start driving it it loses all power and eventually dies. I replaced the pigtail for the icp due to stripped wires, I replaced the icp due to oil in the plug and I replaced the ipr due to the ohms being off. The cam position sensor was also changed by another mechanic. I keep pulling p1209, 1210, 1211 which are all related to pressures not as expected. The weird this is ave. the truck sits for about 45 min it will have a very extended crank and slowly start firing and then eventually start. Its kicking my butt. Anybody have any suggestions? Tomorrow I will test the ficm and make sure the turbo valve is moving ok. Any help would be appreciated. Just sitting at an idle it runs great. Fuel pressure is consistant at 50lbs and there is 50lbs in the hpop reservoir. When I hook my solus ultra up it says that the psi in the oil rails is 2900 at 3000rpm and the psi is 490 at idle
