HPOP reservoir not filling

I rebuilt my 1999.5 7.3, I have to fill the HPOP reservoir and it will idle until the reservoir empties. I have a mechanical oil pressure gauge hooked up by the oil filter and it is showing about 15PSI while idling.

I originally put in the HPOP gasket with the screen but replaced it with the one without it after I read online to put in what i took out.

I rebuilt it because the owner before me had a programmer for it. I would hear a strange knocking sound idling after hauling a trailer. Nothing was melted but the rod bearings had been worn into and the pin bushings were a little out of round.

I used the ford rebuild kit. Not sure where to look next any help would be appreciated.

did you prime the low pressure pump on front of the engine when installed, either it didnt take prime or its sucking air and wont pull from the pan, most of the time if its not filling the reservoir , its usually the pick up or low pressure pump issue
