95 7.3 oil consumtion

Just bought my first diesel truck run about 600 miles or so everything seems to be working fine It just used a little more than half a quart so far.
upon inspection of a few things heres what Ive noticed.
Looking on the ground under the truck it always seems to be dry.
There is a small weep hole under the engine that seems to be a little wet.
Up top Looking at the turbo the rubber boots look fairly wet.
The top one including the clamp.

I also took a look down below the turbo on top of the intake manifold. Except for a little fuel thats pooled up probably from me checking the fuel filter condition and spilling some putting the filter back in.

at 165 thousand miles would it be time to buy a rebuild kit for the turbo and maybe some new oring seals under the turbo.

in case you are wondering I havent seen any smoke coming out of the tailpipe.

any suggestions would be appreciated steve
