2006 limited boost

I have a small landscape business. while pulling my trailer (approx. 2000lbs loaded. a total guess) up a slight hill, the truck lost power. It was blowing white smoke while on the gas hard. less throttle less or no smoke. I changed the EGR. everything looked good not much coke build up. Turbo removed and cleaned put back on. Truck ran better but not much. was unable to reach over 2000RPM, limited boost less than 5lbs but no smoke. i needed to use it to clear a couple driveways during a snow storm. Suddenly half way threw plowing it started to run a bit better. I was able to acheive 10lbs of boost. But the motor flatlines in power after 2400RPM. I am wondering if it could be a stuck VGT solenoid.

Any help would be appreciated.

My 06 F250 has had a very similar problem. The turbo has been replaced and cleaned a few times (P0299 Turbo Underboost) but the truck never ran quite the same. This last time that the ck eng light(CEL) came on and put out a P0299 code again, the dealer cleaned out the turbo again but the light came back on the next day. Took the truck back and this time they replaced the EBP sensor/valve. This was yesterday. So far the truck seems to be back to normal. Hope this helps.
