Oil consumption

2000 7.3 50,000 Original miles, Using about 1.5 quarts every 1000 miles. No leaks. I always have Oil film on the turbo. I have rebuilt the turbo with no change. I have checked fuel in filter bowl, and do not see any oil. I have a hard time believing it could be blow by (low miles, well maintained). When I rebuilt the turbo the kit had a bunch of o-rings I did not use. The only one I used was a strange shaped one about 2.5 inches. I assumed the kit was to cover several turbos. I replaced the oil seal rings and bearings (brass bushings). Any ideas. I think for some reason it is going through the turbo. Is it possible for my injector o-rings to leak without oil getting into the fuel filter area?
