95 Psd fuel heater

Long time reader, first time poster. I have a 1995 f250 psd, doesnt like to cold start. Have read a ton of posts on glow plug, relay, wiring etc. Mine are all fine. The truck starts like a top when plugged in, wondering if its possible that the fuel heater has failed. I realize if it shorted i would blow a fuse but it hasn't so i know its not shorted. I am planning on pulling it tonight and wonder if anyone has an idea what the resistive value of the element is? If this isnt the issue anyone have recommendations on where to buy a decent set of injectors that wont break the bank too badly. Thanks in advance.

just an update, old one was around 2.5 ohms. The new style was about 1.2
