Fuel in coolant tank

Not my truck, but at work we have an '02 1 ton 7.3 baby dump. Has been running rough, like occasionaly missing on one 1 cylinder, and fuel appears to be collecting & floating on top of the coolant in the res. tank. Head gasket? Ideas? Thanks!
