7.3 highway speed surge

Hi, I have a 01 with edge juice with the monitor and i have a dip in power at about 75 to 80 mph. Its only when i'm running empty and on any power setting. I tow in 2 and have never had it happen. I disconected it and it isnt as noticeable.It acts like you let up on the throttle a bit then rethrottle it again. and the boost pressure fluctuates about 1 1/2 to 2 psi. any ideas would be great thanks...
