95 7.3 Won't Start

Help!

My 95 won't fire up. It cranks fine with no signs of life. I have searched around the internet for ideas and so far have checked the #22 fuse and tried to start with the IPC disconnected. No luck. I did notice that the tach is lifeless during cranking. Could this be a failed CPS?

I last ran the truck about three weeks ago and it was fine. Went out this morning to take it for a ride and killed the battery(rather quickly, another separate issue)trying to get her to go.

I have years of experience with gas engines, but this being my first diesel, I'm totally at a loss for solutions.

Any ideas or feedback are appreciated.

I would swap CPS just to try.
With key turned to on, does the WTS light come on?

Yes, the WTS light comes on and goes back out as it usually has.

I can't seem to locate the CPS . Where in the hell is it? There is a lot of stuff going on under the engine cover!

If it's the same as a SD, front of motor by crank pulley, passenger side of it

I swapped out the CPS(it looked to have been replaced recently) and still no start and no tach action while cranking.

What next???
