97 F-350 7.3 Hard/No start

I have a 97 F350 with a 7.3 and duel fuel tanks. The truck was having intermitant long slow crank. MY first thought was batteries but both test ok. So I thought maybe the no start was a fuel problem because at on point I flipped the front/rear tank switch and it started but that only worked once. Not the starter with barely turn the motor over. It has good voltage at the starter so I have ordered a new starter. However it remains to be seen if it was a starter problem to begin with or did I burn it out trying to diagnose possible fuel problem? Any thoughts would be appreciated.
