Unhappy newby needs help

I am having trouble with my 2002 f250 7.3 powerstroke. This problem happens 99% of the time when it is raining but it did it to me today with no rain. The problem is it loses power and starts running rough. I can turn the key off and back on and it will be ok. It may do it again or not. It dose not give a code so the ford dealershipS cant fix it. The first ford dealership changed out the harness that goes into the valve cover and the module under the valve cover that regulates the oil pressure. (cant remember the name of it) ALSO changed out the injector drive module. $2500 later and it still dose it. They wanted to change out the gem module but decided to take it to another dealership. They found nothing.They said withoutit doing it while they have it, they dont know what to do since it will not give a code. ANY IDEAS
