Ratcheting Noise and Starting

Hi, I discovered a noise today while driving in the truck. It is a 01 350 dually 7.3 and when I turn the steering wheel left or hit a bump, there is this ratcheting noise. The place the noise comes from is a white cylinder at the front axle near the right tire (I don't know the name of the part).

My other problem is with the same truck. It does not like starting below 35 degrees and the glow plug take longer to warm up than 2 other diesels (99 E350 7.3 and 08 F250 6.4).
