1997 powerstroke turbo not working?

I have a 1997 ford power stroke. It is a f350 dually.
It has no power when cold and not much more after it gets warmed up.
I was pulling a trailer today and really got on it and had no power. I cannot hear the turbo kicking on. It is like the turbo is not working. When you hammer down on it it just does not do much.
Ran scans on it last week and got a CPS error. replaced the CPS, but not much help. No error codes now.
Unplugged the MAP sensor plug, blew black smoke but not any help.
It has 158,000 miles on it. Could it be that the turbo is bad?
Any ideas on what to check?
Any information would be greatly appreciated.

have you figured out what is wrong, my truck is running and driving but no increase power above 2300 rpms
