7.3 stagnant rpm acceleration

Searched the forums but can't find an answer.
Just bought the '97 truck knowing it needed glow plugs and a water pump. Replaced all.
Go for test drive and it revs almost normal till 2000 then blows blue/gray smoke and fights its way to ~ 2300, at which time it accelerates normally and stops smoking.
See plenty of engine oil on top and down rear of engine so suspect possible EBPV issue. Disconnected EBPV acuator rod and tied valve open. Now it wont accelerate above 2000 rpm and smokes badly above 1900.
Have not bought a code reader yet and not sure how to know which to buy. No boost guages in truck.
