06 DELETED EGR NOW LOW BOOST

I took my 06 6.0 to the local powerstroke god supposedly because i was getting an egr trouble code. The truck drove fine plenty of power etc. When he installed the egr delete he called me and said the bearing on the shaft for the variable geometry turbo was bad so he wanted to replace that so i said fine. Picked the truck up and it drove smooth and no code but now it has no power! It will only hit 20lbs of boost period. I called him and he said 20 was totally normal unless pulling a load. Well it used to hit 27-29 and with the programmer it hit a little over 30. He told me they were only supposed to hit 20ish. I know thats bs i drive a totally stock one at work hits 27 all day. So i went to program it and no power gains. I change power on the fly and can feel the timing change but no power increase on any level. ONly 20 pounds period!!! I cannot hear any pressure releasing from the system under hood what could be causing this? truck is gutless! could he have installed this bearing or whatever wrong? Or a map sensor? help!!!!!!!!
