starts hard in cold runs ruff at idel

Hellow.I'm new to 7.3 & this site.I have a 1999 F350 and it is hard starting below 30% and runs ruff at idle but still has plenty of power .

i'm sure i speak for the majority when i say below 30 is hard starting for all of us.

plug it in mine dont like to start below 15-20 degress but if i plug it in it has no problem do u no where the plug for your block heater is?
