Um yeah, don't ever use craigslist for anything like that unless you want to get a fly by night scumbag who will take your money and leave you with a POS site that is all show and no go. I work in that industry and I honestly would never use craigslist to find anyone to do any kind of technical/developer work. There are lots of people on there who are so bad at what they do that they rely on poor saps to come along and see that they are cheap and use their services. If they were even half way decent at creating web sites and web development, they wouldn't have to advertise at all. Believe this.
