Trailer Brake Problems

Well,took the kids on vacation,trailer pulled great,but when stopping at normal speed the brakes were smooth,but when below 20 mph I get squealing and surging with same voltage on brakes.
But when almost home I was stopping at a red light and saw the front left wheel lock up and was only running 8 volts.
The brakes do release and had to run @ 4 volts to prevent lock up.
Took the drum off-pads look ok,but the magnet had a wear lip on the edge the touches side of drum.
Could the shoes cause surge,or the magnet showing wear
What do you guys think?
