She just talked about the fact that there is a duration and distance they look at for the smoke cloud. It can only smoke for like 3 seconds and can't shoot smoke more than 10ft from the exhaust tip. From what I've read - If it smokes too long, they can fail it. AND since a lot of places are now "Test Only", if it fails, then you have take it to a, in our case, diesel mechanic to get it fixed. It's all just a tax called by a different name...$65 SMOG certificate, Registration, License...All just taxes. And what is the difference between License and Registration? A lot of states have a flat fee (usually just a minimal fee) every two years. But no, California has to use it as a revenue generating tool. Buy a new car/truck and you pay more, why? Newer cars and older cars take the same amount of room on the road and the same amount of effort to license and register... ![]()

I just watched those youtube vids. (bored) and they said they will also test the engine for smoke (blow-by) ... watch the engine idle with the oil cap off for 10 seconds and if any smoke comes out they fail it.. Dont all diesels have some form of blow by?
