Just got off the phone with Greg Coburn.
Asked him a couple of questions and for the most part got some pretty good answers.
Plan is going to be implemented Jan. 2010. This is in response to Assembly Bill 1488. Which basically wants diesel owners to comply by not having "excessive" smoke.
The trucks affected, 1998 and newer. 14,000 or less
I asked why they chose '98 and above? He said it was simply because these were the first years that had OBDs. He also said "this question has been coming up a lot in meetings."
For some reason I thought it was 97+ but I heard it from the liberal's mouth it was 98+.
Basically he said it was a visual test. At start up, vehicle cannot have smoke lingering for more than 3 seconds. Then a accelerator to the floor and release and no smoke can linger.
He said "basically we want to make it so there is no excessive smoke."
Tuners can pass (especially on 08+) just as long as they don't promote/cause excess smoke. He said that they tested an 08 with an "illegal" tuner and that it passed because the dpf ate all the soot. He said it was an 08 with a Edge Tuner in extreme and it passed easily.
He said they tested more than 600 vehicles so far and they had a really really small failure rate.
Exhaust brakes will not be concern for failure and mods like an intercooler, cold air, exh brake will not be cause to fail.
A modification/aftermarket of a main/actual pump will result in a failure.
Basically if there is a "check engine" light on or if it throws and codes from the OBD it will fail.
I told him a guy at my work (me) was talking about removing his dpf. He giggled and said "tell him to hold onto it, if he fails, it would be easier to put it on than to deal with repercussions.
I suggest someone with a little more knowledge of the system give him a call. I felt a little nervous trying to give him **** since i dont know much about how these bills are put into place and what I can do to stop it.
