what makes this different than a normal scan gauge 2?

They are a Scan Gauge II that is pre-programmed with specific PIDs common for 6.0 or 6.4 monitoring. It saves you a lot of time, and allows you to plug your Scan Gauge into the OBD-II port, and begin monitoring right away! I hope this answered your question!
