lights are on, but nobodys home

i have a 1995 PSD and when i pop the hood, the hood light comes on and when i open the doors, the cab lights come on. but when i go to start it, either i turn the key on and nothing happens or theres only enough battery juice to trip the solenoid on the starter. even after ive swapped around relays and cleaned all of the terminal ends. please help i need my truck to drive to orlando everyday.
