New E4OD no OD

Just put in a BD trans and converter in my 7.3 idi. She shift solid and runs great. However it is only going into OD about 5% of the time oon the freeway then the OD light blinks and its off. The TPS (FILP) is perfect. Any other ideas? It seems as if its a control issue. What other sensors correspond?

Should be brand new and dyno tested. What else can I rule out wiring wise before I jump to intervals?

The wiring seems to be fine no shorts or bad connections. Is there a voltage page I can see or a diagram of the transmission wiring? VSS seems to be working the spedo is working.
