2000 not shifting or going

Its been quite awhile since I've been on here and this site helped me a lot with my truck. Fast forward to now a friend has the 2000 Excursion with the 7.3, automatic, 4wd and occasionally it won't shift up from first or second or won't shift at all. It mainly happens whenever he backs up, pulls forward, backs again, like when your backing a trailer. Two transmission places have looked at and neither place can get it to replicate what it does on him... crazy.... Then gets it back it will be fine for a few days and boom it happens again. One place changed the trans fluid the other place changed the transfer case fluid.
I will see my friend tomorrow so I'm hoping y'all might have a few suggestions.
Thanks in advance!

How did the fluid look when they changed it? Any metal in the pan?

Thanks for asking. He ended up getting the transmission rebuilt. What the rebuilders discovered was some loose bolt up inside that should have been replaced by the last people who rebuilt it. They said this particular bolt comes with the rebuild kit. With it being loose it allowed all the forward? clutches to wear out prematurely.
