FUEL RAIL PUMP VOLTAGE

2003 7.3 EXCURSION GAVE FUEL PUMP FAILURE SYMPTOMS:
TOTAL LOSS OF POWER
SPUTTERING AND CONKING OUT
COULD BARELY HIT 20MPH

I REPLACED FUEL FILTER

I REPLACED THE FUEL RAIL PUMP WITH AN AIRTEX FROM NAPA

UPON RECONNECTING, WHEN KEY IS IN "ON" POSITION I GET 10.9-11.2V TO THE PUMP FOR 20 SECONDS, THEN DROPS TO 0.

I OPENED THE VALVE AT THE FUEL FILTER BOWL TO BLEED OUT ANY AIR WHILE THE KEY WAS TURNED TO THE "ON" POSITION 6-7 TIMES.

NO FUEL EMERGED FROM THE BLEEDER VALVE ON THE FILTER HOUSING AT ANY POINT, AND THE ENGINE TURNS OVER BUT WON'T START.

I CHECKED THE FUEL PUMP FUSE, I CHECKED THE FUEL SAFETY CUTOFF SWITCH IN THE PASSENGER KICK PANEL.

I HAVE NOT CHECKED THE FUEL PUMP RELAY BECAUSE I AM GETTING 11V TO MY PUMP, WHICH I ASSUME IS BECAUSE THE RELAY IS WORKING.

ANYONE HAVE ANY IDEAS?

IS THIS A NORMAL VOLTAGE TO GET AT THE FUEL PUMP???
