I have checked all the fuses I can find associated with this problem. I found one for the drivers side seat, the pedals, one for the memory module and one for the body security module. all of the fuses are good. Someone said check the GEM module but then I've been told the 2003's did not have a gem module. MY haynes manual does not have any wire diagrams that show the pedals or the seats or memory module wiring diagrams.

It's got a gem in it I would bet. You could get an Alldata (CLICK HEAR) account for your vehicle and it will have all the wire diagrams you need. I think it was $15 for a year per kind of truck.
Good luck
