Voltage Problem

I am a Newbee. My 2000 7.3 Excursion has a problem. My dash gauge volt meter only reads 8 volts but the alternator and batteries are 13+ volts. Shop said I'm only getting 11 volts to the computer. I have been having trouble with the transmission not shifting properly -- it sometimes hunts. After I drive it for about an hour the dash gauge voltage comes up to the normal range. Just paid a shop to check iot and they redid 4 ground terminals and a new ground terminal on one of the batteries -- still same problem.

Did they load test the batteries? How are the battery terminals? When I bought mine the salesperson said "The theft light sometimes stays lit maybe a problem with the alarm". While checking under the hood one I pulled one of the terminals off, problem solved. Sounds like a loose connection somewhere.
