01 excursion runs rough until 90 degrees

When I start my truck if I have not pluged it in my truck will run rough until the engine oil temp reaches 90 degrees. The truck will idle just fine and once it reaches 90 runs normal. Let me define rough. My truck will not let me reach speeds of over about 40. No smoke just wont run. air temps where I live right now are low of 25 high of 40 so i didnt think it could be fuel gelling issues. Any suggestions.

plug it in. LOL maby the glow plugs. my dually does it but it smokes bad

if I am at home i do plug it in but when i go to work and leave it sitting all day when I leave i have to let the truck run until it gets warm.

hmmmmm not sure...i'd suggest copying and pasting this into a 7.3 tech/engine issue forum.
