7.3 SURGE WHEN COLD

When first starting 2000 Ex 7.3 and putting shift lever in reverse, the Ex will momentarily hesitate same as if it was very low on tranny fluid, then surge up in RPM and lunge backward. ONLY does it when cold engine. Last week it did it for the first time in DRIVE. Ford dealer says the Ex has no codes and they do not have a clue. Anyone here have suggestions????? PLEASE??????
