Excursion Radio/Power Window connection?

I had an issue with the radio quitting in my EX. two weeks ago. Funny thing is the clock works, and gets brighter when I turn on the headlights. Still ejects cd and tape ok. No sound or radio station indication. Recently the power windoes act up when I start the motor. None of them work, but in a moment they begin to work fine. Just wondering if there is a common link. All fuses are ok by the way.

This is a common issue with these trucks. Its the delay relay, located in the driver side under dash fuse panel/relays. Bottom row, and labeled DELAY RELAY.
