Electrical and a/c issues, please help

I am posting this for my brother-in-law. He has an 02 ex with the 7.3. He says that when he put the a/c on high, at some point you can hear the "flapper door" (I think its the recirculation door) opening and closing or something like that and then hot air will begin to blow out instead of cold air. The other problem he is having is that at random the gauges, radio and windows will all go out at the same time. I think that is a problem with the fuse box or something. Is there a fuse that controls all of these? Any info would be great.
