question for 01 f350 powerstroke hard start

01 f350 4x4 dually with almost 300,000 miles

Hello there I am having problem with the truck starting, if i plug it in it will start but hard with lots of white smoke. I have recently checked the gpm module and it was bad at first, then when i jumped acrossed the terminals it just started working but only putting out 11volts the other side had 12.8. Went and had my batterys load tested and they were good. About 3 weeks ago i had to replace the starter. When i replaced the starter it turned over fast, now it seems to turn over real slow, may have trashed this starter to. I have noticed some fuel dripping on the intake after changing the fuel filter. seems like it is coming out of the bypass valve. Just wondering if this would affect the start. When the truck starts it runs like a champ idles good and has plenty of power.

Any advice would be greatly appreciated
