99 F350 reving issue

I have a '99.5 F350 CCLB 4x4 with 160k miles. I've only had the truck about 6 months and it didn't have this problem when I got it but I don't remember exactly when the problem started happening. But anytime I turn the truck on and it's cold the check engine light will come on. After about 20-30 seconds the light will shut off and the RPM's will jump about 200 or so. The RPM's jumping and check engine light going off happen simultaneously. If I drive the truck for a while, turn it off and then turn it back on before the engine cools to much this doesn't happen, only when it's a cold start. Does anyone know what this could be?

I haven't had a chance to pull codes yet.

And what do you mean by cps?

beings as theres been a check engine light, id start off by pulling codes. for what its worth, its always good to have a CPS in the glove box
