EBPV issues/questions

Pulling about 4,000 lbs today and I started noticing what sounded like the ebpv closing when I would start out from red lights or stop signs and than opening after I got to 10-15 mph. Felt a little low on power until I heard it open than it was normal. stopped at a gas station to grab a drink and figured I'd unplug the sensor on the pedestal while I was stopped. Leaving the red light from the gas station it felt like it did it again. It did it in my 40 tow tune and stock tune. Got home unhooked the trailer and ran a few errands and it didn't seem to do it at all without the trailer. Actuator rod is still connected so it's not that. The solenoid is leaking a little bit I believe and read that if the solenoid seals are leaking it can cause the ebpv to close. Is this possible? I thought if it was unplugged it couldn't close??

it shouldnt come on if its unplugged.
maybe its time to get rid of it.
