7.3 turbo stall

It seems i have a turbo stall issue. Originally i thought it was surge but my boost gauge doesnt flutter when it does it and its only noticable when shifting into 3rd and 4th. Is there a "cure" for turbo stall? I already have a ww2, would a ported housing or 1.0 exhaust housing fix it?
