Question e450 shuttle bus gas mileage question

I have a 2002 e450 with Thomas shuttle bus body. I use it mostly hauling kids and friends, point being I am pretty much always way under weight rating. I don't for see towing with it. I have noticed that when I drive 55 I get 12 mph, but at 70mph it drops to 9 or less. I know my wind resistance is like pushing a billboard but is there any thing I can do to maintain higher speed mph. It maintains speed great at 70 on cruise(plenty of power without shifting) I have 4.56 gears is going to 4.1 worth the change. How about a tuner. I still have factory exhaust and intake. I am interested in putting some money in it over time but don't want to damage engine or transmission. I am obviously fairly ignorant to diesels and would appreciate any input if any one has ideas and willing to take time. THANKS VERY MUCH.
