2000 7.3 Won't Crank When Cold...Many Parts Changed

My 2000 won't start in temps below 35 degrees (5 degrees celsius) without being plugged in. I have replaced both batteries with Motorcraft 850 CCAs, glow plug relay, fender mount starter solenoid, starter, fuel filter, and it has fresh Rotella T5 10w30. I have tested glow plugs and harness. Any idea of where I should look next?
