Accessory cut-out relay (or whatever it is called)

Not sure what the actual name for it is, but there is a relay or some type of cut out that removes power from the stereo, dome light, etc while the starter is cranking. Well, sometimes mine takes a couple minutes to kick back on.
Does anyone know the correct name for this item and where it is located on the vehicle?
