Reverse Lights Problem

I've had my 03 F350 7.3 for a couple monthes now. Noticed the reverse (back up) lights are not working so I first get out the manual and open up the fuse panel door to look for the fuse. I find there is no 15amp fuse in the space for the reverse lights. So I get out a 15amp fuse and try to plug it in the space but there seems to be nothing in panel to hold the fuse in place...it won't snap in. In oter words, it just falls out in your hands. Then I also notice that the reverse light relay is also missing. Now I'm stumped. Why no relay...and even if I replace the relay, the fuse is not going to be held in place. Any thoughts????
