'99 7.3 cold start issues

I have a 99 7.3 that only starts in cold weather (below 40 deg) when it is plugged in. Been dealing with this issue by justy plugging it in every night. But sometimes i don't have that option. When i first bought the truck i had the same issue. Had all the glowplugs replaced, i have been through multiple gpr's, changed the batteries, and the problem still exists. I had talked to a mechanic and he said that the wiring harness inside the valve covers sometimes loosens up and that bad connection could be an issue. looking for any ideas to help.

I'm in the process of taking care of that issue with new valve cover gaskets, but as I was taking them off I did notice the plugs to the GP were kind of loose, they didn't have that good pop when taking them off or on. So you can ckeck that, but if you went that far as taking the valve covers off, Just replace the gaskets, there not that much money for some piece of mind. I'll let you know how it changed my same problem
