GPR not activating

2001 f350 7.3 with 350,000 miles. Vehicle in California. Recently noticed hard to start first thing in the morning. I have read through the forums and completed some testing. Glow plugs all test at 0.9 ohms. GPR does not activate when key is in the on position. I have tested the GPR by grounding it to the frame, turning key to on position and I can hear the relay activate and I also get a voltage reading on the second large post. Any suggestions on what to test next or how to remedy the problem. Thanks

I ask because I own a CA truck and it has the module, not the relay. But there is a relay next to the module.

Actually I have both of those. Is there a way to test the controller? I live in Oceanside. Thanks for the quick response

So am update. I have tested the GPR and it is good. I just installed a new GPR controller from Rockauto. All i get when i turn the key is "click." Where do i go from here?? Thanks

when my oil temp senses above some temp (not sure exactly what temp), my gpr doesn't even come on. Is it possible that the sensor telling the circuitry when to come on and when to stay off is failed? If the logic is telling the GPR that it is not needed to start the engine, maybe that sensor needs replaced. Just an idea?
